The Champions League places has no bearing on who is and is considered champions of said league it is just a qualifying vehicle for another competition.

But it has a bearing on who could possibly win that competition and be declared Champions of Europe and they may not even be Champions of their own domestic league. Naming the tournament the " Champions League " When other teams apart from champions are allowed to enter Is a total joke.
