I suppose it depends on who owns the building, if B&M do not own the building, and they are renting it, then it will be up to the landlord to fix the windows, and if it's a listed building, then the windows with the lead beading will have to be replaced, keeping to the original design of them, to keep the building in its original condition, which will be expensive, so the delay in repairs might have something to do with that.
