I think there is a difference between the train companies who are franchised to run train services and Network Rail who look after and upgrade the infrastructure.

The train companies are struggling, for a variety of reasons, Network Rail are not, the difference being that Network Rail are financed by the government and the train companies are not, but things are going to change as the railways are brought back under government control
