There used to be Council signs up in outdoor areas of The Galleries:

PLEASE DO NOT FEED THE PIGEONS
You could face a fine. Please help keep our town, buildings and pavements clean.

Pigeons aren’t mentioned specifically on the Council website, but I think that’d come under: ‘Failure to comply with a street litter control notice’ - www.wigan.gov.uk
