No matter what legislation they bring out , there will always be rouge bikers/motorists/dog walkers/ scooter riders etc, There's no cure for stupid but charging the law abiding public is making the good folks pay for others bad behaviour and is putting the cart in front of the horse,
There are thousands of cycle / car accidents every week, the cyclist comes worse off every time, To my knowledge a cyclist has never killed a motorist BUT many cyclists have been killed by motorists so,, Lets make them more cyclist aware
