Tom we know you are not an idiot on your bike but how do we differentiate between the good and the bad Its no difference that any other vehicle which have to have number plates and insurance If you use the public highway/footpath cycle way then the vehicle should be insured and have some type of ID. The majority will have to pay for the minority again
