You are indeed correct as I had forgot that the railways now come under a state owned body called Great British Railways, but the actual running of passenger and freight services are still operated by private sector companies who like you have said, bid for a franchise to run a passenger and freight services and investment in high speed rail which has been light years behind other countries.

A system despite the fares on the passenger side has led to a more modern railway system far better than that of nationalisation which was a drain on our economy.
