i know all that but when the torys came in at 2010 the 1st thing they did was to put the blue badge into private hands & it went from £2 to £10 in a matter of a month . i know because i have one & it,s not done by the council anymore . the only fee anyone will pay is by privately owned tram & rail like in manchester . i know there,s no fee in merseyside for busses . trains & even the ferry is free .
