Blue badges can only be issued by local authorities or the Government. The blue badge scheme was introduced by Ted Heath’s government.
The retirement age is set by the government actuary on the basis of life expectancy. In the UK a man aged 65 now can expect to live to 87 and a woman 89. When the basic pension was introduced in 1948 life expectancy for a man in England was 66 and for a woman 70 years.
I’ve had many interesting chats on this topic with my brother in law who was an actuary throughout his career.
