The Police Office initiated on the Thames in 1798. It is the first official police office. It is responsible for:
Police "Station" when the boats were on station; and
"Beat" e.g.the police on the beat, which was the beat of the oars in the water as they policed the pool.

In those days the Thames was so busy, it took 2 months for a ship to be released and get out of London and the police were busy with all sorts of crimes.

I wonder if Liverpool was similar.
