The boat people will have a diesel engine, which they run to charge a bank of batteries, which are put through an inverter to power their stuff. The wind generator will be 'helping' the diesel engine by contributing an amount of charge to the batteries, it won't do it on it's own. It's cheaper than diesel, I suppose. A lot of people in Spain, out of town with no supply, have them, but all need backup. Believe half of what you see and none of what you hear, especially when someone is trying to sell you something.
