You can see the plan here. The whole country is divided, west to east coasts, including the ports of Liverpool and Hull.
Any deliveries from north to south, or vice versa, will be monopolised by the larger transport companies who can afford to run new trucks.
It will force more transport by railway, like in Europe, which is a good thing.
