The two issues are entirely different, my understanding is that Everton admitted their breach (ie: they had spent too much) and were awaiting a verdict/punishment.

City have not, they have an irrefutable body of evidence to defend and disprove the charges, (primarily three, of which there are multiple duplications within each). The burden of proof is on the PL to establish guilt on each individual charge. A bit like saying, we think you may have been caught shoplifting with a basket of goods, now we need to prove that you did in fact steal each one of those items in the basket as a separate issue.

A simplistic and possibly rubbish analogy, but there you go.

It was more than a coincidence that the PL charged City the evening before the government were to announce an independent regulator and in their panic they messed up a number of the charges which they have since admitted. One assumes that they are now regretting their haste and taking their time trying to prove the unprovable. City on the other hand have had their case ready for a couple of years having defended the same charges with UEFA.

That's why it will take a long time.
