It is a drawing of Roberto Martinez,ex player and manager of Wigan Athletic and Sin Miedo was always his message and motto.

I had to do some research as I hadn’t heard of Martinez’s motto before, and found this mention in a Wigan Today article - July 2020:

“Roberto Martinez, the FA Cup-winning manager, was the man who introduced the mantra ‘Sin Miedo’ – ‘Without Fear’ – into Wiganese vocabulary.”
