What ever it is it looks indestructible
Well I'm blowed!
You are a large volume mining circulating fan.
The only thing I can think of is a wind turbine, but it is probably some kind of display the council have spent hundreds of thousand dollars for.
Could it be a Walker Brothers "Indestructible" fan?
Walker built Sutton Manor Fan, rebuilt here in Wigan.

Garry if you go to Trencherfield Mill via Caroline Street as you go onto the car park the mine ventilation extractor fan is on show there
It is a Walker "indestructible" fan, used by most of the mines in Wigan and the surrounding areas. There was one of these at Stones colliery where I used to work. They were driven by a steam engine and were placed in a fan drift just below the surface in the up cast shaft
