Fred I think its used to keep boats dry, but Im no expert to be honest.

Isnt a Dry Dock where boats are out of water for repairs ?

The dry dock is is like a lock that goes nowhere. When it's full you open the gates and enter the dock. When the gates are closed the water is drained out the dock and your boat sits on cross beams for bottom painting and repairs.
