Interesting photo Ron. To me it is not a balanced structure that you have shown us. That size of chapters could support a more substantial pergola.
If I was not picking Ron I would say this new pagoda is at the rear of the new Haigh hotel

Those four stanchions look old and from somewhere else. Not too sure what it's for/is.
Let's not spoil Haigh Hall with eye sores like this, sorry but not for me Ron, whatever it is or it's purpose.

It is at back of hall, I think once the hall is open for functions within the hotel it will be used for outside parties, perhaps a bar or barbeque or food server they have cleared all round the back at first I thought they were making a larger carpark for hotel guests, but now that is there perhaps I,m wrong....
Have non of you ever been to a "posh" hotel for a wedding? The pergola will be dressed up for weddings and the bride and groom and guests will use it as a backdrop for their photos.
It's going to be covered with climbing plants and used for wedding photos.
Is the structure complete? Doesn't seem to serve much purpose if it is.
Encourage some clematis or honeysuckle to grow over it.
