a contractor SHOULD have been employed to undertake the car park refurbishment; instead the council are doing it themselves with spectacular cock-ups & delays - know a lad who's working on there - wrong/short materials, incorrect hired plant, no direction nor leadership ...but then again they have NO ONE to answer to - take a look out there you will see what I mean!
I'm retired now but I wish I was on that job.
Schedule of works, bill of quantity for materials, discussions with plant hire company and skilled labour. It'll have been a doddle!!
Think I will have to come on my bike for a wander down Memory Lane then! No wonder Wiganers are so disillusioned if it takes so long to construct a car park! When you think about it Haigh Hall is the jewell in Wigan's crown - and they are hoping to make millions from the enterprise and refurbishment.
VB - YES they are - that's why they are undertaking the work themselves instead of putting it out to competitive tender - take a walk/look up there during the 'working' day and you will see what I mean - they had a load of ducting delivered the other week but forgot to order the collars which join it together!
