There are cameras in that area and 'people' looking at screens to watch what is going on, they are able to use a tannoy system to address the public in the case of any wrong doing, i have heard them speaking through it twice recently. They mustn't have thought it a serious enough problem to stop it, unless they were ignored and that normally means someone arriving on the scene to do something about it. Not keen on this one Tom, sorry, if you could have explained what was supposed to be happening then it would have made a 'bit' more sense

Well Tom you have certainly got people talking with this photo! I agree with Kath it's only chalk and it looks like an organised event with tables being put away. The two blokes on the seat seem to have gone to sleep. Perhaps someone can shed some light on what's really happening here. The woman on the right is intrigued.

I doubt the local authorities and council were that bothered about all of this, likely these people had to have permission in the first place, like most of the rubbish that's seen in the town centre, just the usual distractions. As soon as you do something that's a little on the fringe side, say fracking awarness, government corruption, chemtrail awareness, or any so called "tin pot hat" issue which never gets serious attention, in seconds plod, or should I say some thug in a police uniform ready to knock the living daylights out of you with his leathal taser, will be onto like a shot to stop you.
