Town Hall building.(over the arch way)
Latin: Sigillum Commune Ville et Burgi de Wigan. The County Borough of Wigan 1922.

The Wigan's Majesty Court scroll thats inbedded in the brickwork. The crown is a give-a-way.

I've just googled it.
It's the College Hall, on Hewlett st.
(side of the Town Hall)
I'm sure there's a similar crest on the Town Hall Building
