What a great photo!! Such a happy group of folks enjoying a get together. Lots of smiling faces. I presume that is a mayoral chain the gentleman is wearing, I could be wrong. Cheers!!

The chain of office that is being worn is the Presidential Regalia for the Radio Society Of Great Britain. The large links, very often, have the names and dates of previous presidents. Many such organisations and sporting/special-interest clubs have similar regalia for Presidents. I had one myself for some years.
