Are the boats not required to have a safety fence?

A very tranquil scene, and nice composition.

no, narrow boats do not need a safety rail. I can recommend a trip for anyone. The scenery is great, he people are also, and I miss it very much.

As one of the most used ways of getting about on a narrow boat is to walk along the narrow ledge between the cabin and the hull (the gunwale, or gunnel, for the land-lubbers), fitting safety rails would rather spoil things - the boats are narrow to fit through the 7' wide locks on the major part of the canal system.
