Can anyone tell me what the metal construction at the side of the building was used for?

Could it have been for a water wheel set up into the Douglas. If you access Album-Work- Wigan Flood alleviation Scheme (FAS) there are 2 photos of mine (#32105 & 32106) taken in 2008 when I was involved in the flood scheme. On the photographs, that structure has been removed but what looks like a ventilation or discharge chute close by which, when I revisited the area in 2019, was still attached to the wall.

There is a mill race in that vicinity, assuming this is roughly were the pepper mill was? So it would of been for a waterwheel, if you remember the pub that was on the ground floor of the nearest flats was called the waterwheel.
