Kevin - he was actually a Special Constable, not a PCSO.
PCSOs have only been introduced in the past twenty years, and it looks like the photo was taken prior to April 1974, at the town hall, at a presentation for all the emergency services.
The medal he is holding looks like the Special Constabulary Long Service Medal, which could be awarded after a 'Special' had served at least nine years.
I think PCSOs were introduced during the David Blunkett era. Looks to me like this photo was taken long before that. Was your Granddad not a Special Constable Kevin? Either way it’s a photo to be proud of.
It looks like Jack Wareing on the right hand side at the end?
Recognise Joe Keegan with the white hat and Jack Wareing, extreme right. Sorry I don’t know the Special Constables. Probably mid to late 1960s.

My mum told me my grandad was in the specials.
I have his medal.
He gave it me few months before he passed away.
