Any ideas on the regiment or who these gentlemen are?

Stuartp. These appear to be R.A.F. men. Probably taken in the N.A.A.F.I.

In the services, in the late forties & fifties (national service.) it was exceptional for any serviceman not to be a smoker. Serving abroad, a pack of twenty, cost(one shilling) the equivalent of five pence. I believe the navy personnel got theirs free of charge.
