The chap standing at the table with the hat and handlebar whiskers looks very much like James Fletcher Morris, who was Council Chairman, JP, Poor Law Guardian, and an umpteen other things.
He lived at Rock House, the big house on Parliament Street, next to the Skelmersdale/Southport bus stop.

Any idea where they are? The field hasn't got a slope to it so that narrows it down a bit in Up Holland. My family lived on Tontine Rd and the big field near the church looks flat enough.
