Not an off roader it has lights and number plate, so a on the road bike

No, Alan. It was made as a trail bike. That means it can be used on and off road.
As it happens, it's a better "off roader" than it is a road-bike.
If you don't believe me, read the reviews and comparison tests from the 70's mags.
Kawasaki KL 250 into 'google' will get you there.
