This may seem like a silly question but who had to pay the toll? Was it passing traffic (i.e. horses and carts) or pedestrians?

It was vehicles, Margaret. There is STILL a toll- bridge in use at Warburton, near Lymm in Cheshire. It is 12p to go over it.
