Again, from its place in the album, I'm assuming this pic has an image of PC Bilsborough in training (at Bruche?) post-WW2.
Most officers who signed the back are from other forces, but one was from Wigan - J Bateman.

Closer examination shows two men with similar helmet badges - and their collar numbers are clear enough to be seen - PC 91 (Bilsborough - now sporting a medal ribbon) is second from the right, back row, PC 82, (J Bateman) third from the left, front row.
