I'm assuming this was taken somewhere in Wigan - but the stallholder I bought the album from also had a hat he said belong to the officer - and that was badged for Cheshire Constabulary. I think his story was that he moved to Warrington when that was a separate force, and then became part of Cheshire police when that was created - Warrington having become part of Cheshire County in 1974. So this may be in Warrington - perhaps on Walking Day.

In the Borough Police section of the 1958 Wigan Almanac, a Detective Sergeant R Bilsborough is listed.
In the 1960 edition of the Almanac, he is shown as Inspector, so it would appear this photo was taken after that date.
A closer look shows the name on the street sign - Windsor Street. Is this the Wigan, or the Warrington one, though? St George's School was on the Wigan one, and the Warrington one was off Lovely Lane, Bank Quay (my Parish, briefly from 1979). Perhaps the structure in the background on the left could give a clue?

This looks earlier than 1974, David.
The street sign looks to me like Windsor Street?
