I think this is the Windy Arbour site - it's certainly that side of Wigan.
It looks as if restoration work, including dealing with the tips, has yet to begin.

I always wondered how long it takes for the restored land to revert to being good quality fertile top soil, well suited to agrarian usage. I guess restoration varied in quality, and degree to which the original top soil had been well preserved.
I do remember, in spite of heavy liming, clods of clay amongst the top soil years after it had been restored. (Near to place usually referred to as Seccy Bridge - Landgate Lane/Bryn Gates Lane. I refer to early 1950's, not the Three Sisters reclamation)

seccy bridge is a long ways from Windy Arbour !
