Some people used to refer to the S & S club in Downall Green as
The Soldiers and Sailors Club. Incorrectly, I believe.
I understand these weren't homes as such Ron, but centres with canteen facilities for servicemen passing through a district.
They were often found on railway stations.
Ron. Could it be the name of something other than a rest home, as it does not have the word "Home" inscribed on the badge? Religious Institutions had places dedicated to the welfare of service men, although they were not homes, as such. Just a thought.
The Sailor's and Soldier's Home of Rest, Wallgate, Wigan it is mentioned in the WW1 Wigan council minutes meeting.
Go to stuff. Go to 1889 year book, then to local chronology, 1919 scroll down to 27th, June, 1919. It does make reference to Soldiers' & Sailors' Rest Rooms.
How you elicit any further information from it, I have no idea.
Information on these facilities is very sparse Albert, but it would appear they were set up by the Federation of Church of England Mens' Societies.
