Ron. It looks like the person in the foreground is a policeman wearing his cape. Those capes were excellent, kept you very warm, two layers of cloth, with cork between the layers.

If you were belted by a cape, you knew about it. I wore a cape in the 1960s but, although warm, they didn't have a lining of cork. Just Serge.
