I think this photo was taken in the 1950's
I'm not sure why this group was with the mayor but I suspect it was either a group of Wigan Corporation workers or members of the Plumbing Trade Union. Charley Middleton is 5th from the right.

I think it's a group of the town's bookies - and the Mayor is being sent off with a bag full of dosh won from the miserable-looking chap to his left (our right).
The Mayor was Alderman Harry Hancock whose portrait was painted by J Lawrence Isherwood.

The man at the front 2nd left is Jack Cawley foreman plumber, and the man on the front 2nd right was the foreman painter, can't think of his name.
