Don't know what it is called Dennis, but it looks to me like the street running from the approach from Library St to Grimes Arcade which comes out roughly opposite the General Post Office.
Looks like it! Flax mill was a fabric shop.
The doorway to the left of the man is where the Wigan Sea Cadets used to meet, through the door and up the stairs it was quite a large area up there with several rooms. I think it was before the Flax Mill time. Good days in the Sea Cadets.

Flax Mill in the late 40' & early 50's was the Wigan Sea Cadets HQ: "TS Lady Crawford SCC", with Lt Comm Walter Somers (son of Oliver) in charge. I was there from '49 to '52..When we move to the BLESMA Club...(anybody remember that place?)
Previous to that, it was one of the first dancing schools in Wigan....."Ridges"
Sorry for my ignorance but I've always wondered why the Officers Club was called this and where did the Barracks Sq originate from, does the Sea Cadets have any link with this ??
if this is the sea cadets hq then i believe this was stairgate
Stairgate came after the BLESMA Club, which was after Bretherton Row, the Original TS Lady Crawford SCC
