However, the vast majority of the 9/11 high-jackers had been to Afghanistan for training at an Al Quada camp, they had either met Bin Laden, or one of his generals. The very nature of Al Quada is that they operate as separate cells... with almost total autonomy. It MAY be true Bin Laden was not directly involved in execution, but his organisation WAS involved in the training and indoctrination... and may have FUNDED them. But it was an Al Quada cell committed the act, and he was Al Quada's supreme leader. Pedantics and semantics aside, without his organization the attacks would not have happened. He MUST share respnsibility.
