Actually, Peter, that's what they want you to believe!

The government ruling states : "single-use carrier bags which have a thickness of less than 70 microns."

If you noticed, most carrier bags had "please re-use me" printed on them. This meant that they were not covered by the legislation.
However, notices went up in all supermarkets, saying thet they were charging for carrier bags 'because the government says they have to', when actually the government had nothing to do with it!
