The Eagle: Greater Manchester, of which Wigan is a small northern part, voted against a congestion charge, which this is, and Burnham came along and ignored the vote, changed the name thinking we'd all be fooled, and took away OAPs free train rides and gave it to his kids and their mates.

First Mate: Correct, it is commercial vehicles of a certain standard who will pass on the cost to their customers.

TTS: My thoughts precisely. People with older cars first, then slowly but certainly everybody with taxpayers paying for the likes of Burnham and Leese to use the nice clear roads.
