You are not going to get 460 cars down there, you are not even going to get 240 cars down there, and the cost of converting the service area into an up to date underground car park, with lifts and staircases, and safety equipment, all would have to be new, the cost would be astronomical.

The Galleries do need to be redeveloped, and put in a few flats there, but don't cram it full of flats.
