Although, it really is true that I couldn't care less what they do with Wigan, as I never go there anymore, if I can avoid it!

I disagree about councillors. They don't make decisions, they are just a set of clowns.
The Council makes decisions.
Just have a listen to what they do,, ....... HERE.
Especially at 34:45 minutes and 44:45 minutes,for a couple of examples of outright idiocy!.

P.S. What you hear there (Mister Mayor) is the 'Wigan Accent'!
