I've been sat at the lights heading towards Wigan many times and as the lights change to green have seen 2 or 3 cars still coming down School Lane and across the junction. I've no doubt that drivers are running red lights here but lengthening the sequence will keep stationary cars just that whilst the numpties abuse the lights. Alternatively, put cameras on the lights with some of that 6 million.
