An editorial in The Guardian (18th Aug) “Out with new buildings for the planet’s sake”
Interesting points:
• The big obstacle is that new is cheaper than old. The state puts 0% VAT on many new buildings, but refurb and repair incurs the full 20%. Since Brexit the UK can set its own VAT rates, so the system could be reversed.
• As so much building happens under the remit of the public sector, it should be easier to fix a minimum threshold for demolition.
