An editorial in The Guardian (18th Aug) “Out with new buildings for the planet’s sake”

Interesting points:
The big obstacle is that new is cheaper than old. The state puts 0% VAT on many new buildings, but refurb and repair incurs the full 20%. Since Brexit the UK can set its own VAT rates, so the system could be reversed.

As so much building happens under the remit of the public sector, it should be easier to fix a minimum threshold for demolition.
