Historic England has responded to my email enquiry as follows:

"We were consulted on this application but as the site is outside the conservation area and the Market Tavern isn’t a listed building our inspector considered we didn’t need to offer any detailed comments. We can only comment on applications that affect listed buildings or conservation areas, there’s more information on when we become involved at https://historicengland.org.uk/services-skills/our-planning-services/charter/when-we-are-consulted/proposals-for-development-management/

The only way the Market Tavern could be protected is by applying for listing, there are more details on how to do this at https://historicengland.org.uk/listing/apply-for-listing/

I hope this information is of some help to you and explains Historic England’s involvement in this case."
