..... Staff, or what?

I called this afternoon, on an errand.
As I walked in, to my left, there was a stall set out, for cleaning your hands with hand sanitiser. There was three staff stood by it, chatting.
Walked round the store, got what I'd called for, paid and walked towards the exit.
As I approached the exit, there was two big yellow signs, one on each side of the laid out "exit channel". Both signs said ........

"YOU NEED TO WEAR A MASK TO ENTER THIS STORE"!
