Am I alone in concluding that a total lack of vision seems apparent in respect of promoting the town and exploiting a few USPs to boost its economic development?

I think Wigan did try to move forward but things have changed very fast in this world.The future crept up too fast.Many places would have done things differently with hindsight or a crystal ball.
