Those same taxi driver standards have been existence in Wigan for donkeys years now ....

The dress code in Wigan is that.

Smart clean dress must be worn at all times.

Tee shirts are permitted as long as they are not of the vest type, they must cover the shoulders and upper arms.

Shorts should be only of the pants type of shorts, with pockets and a button or zipping fly, they don't want the type of shorts which are so short, that your tackle is on view.

Socks and underwear must always be worn.

No flip flops are to be worn on your feet, sensible footwear must be worn in order to be able to operate the vehicle pedals properly.

I know an Asian taxi driver who never wears socks and always wears sandals.

The dress code is there in Wigan, and it was ratified by the council and put into the local bylaws, and that could have been 20yrs ago, and those other proposals in that ITV article are already followed by Wigan, and as regards the fare structure, then that is not, but in law, and unless parliament alters the law, the only fare structure the councils can control are the Hackney Carriage fares, but Private Hire Fares, are part of contract law, the only thing which as changed over the years, is that a Private Hire Driver must give you a receipt for the fare if it is requested.
