It's probably an 'EU Standard' toaster. They were on about restricting the power of domestic electric appliances in the idiotic belief that it saved power. It only means the appliance is on for longer, using the same amount of energy, resulting in dry 'cardboard' toast in the case of toasters.

I prefer mine golden brown all over and moist inside.
