If a player is put on report, then the team should in my opinion should lose a substitution.

In fact, I also think it is time the number of substitutions were reduced from 12 to 8 (a average of 1 per each ten minutes of a game) in order to slow the game down as many of the worse offences occured when the game is at its fastest.

It has got to be remembered that some foul offences look far worse then what they are and there are not video replays available at every game.
