Hi albion,
I see your concern but owners of rented houses must abide by legislation and have sufficient insurance. Also, in many cases the owner or landlord must apply to the planning department for change of use if the property will have multiple occupancy. There are strict rules but I have seen many properties whose owners appear to be oblivious to legislation. But legislation is in place and if not adhered to then me and thee can complain.
