Whupsy i made enquiries via Wigan Council re yellow lines. Replied with has follows.
Dear Peter
Your blue badge is valid for use on a single or double yellow line for up to 3hrs.
Where a loading ban is also in situ indicated by time plate and kerb markings, you are NOT PERMITTED to park during the times the ban is operational. The times on the time plate will indicate these times
Therefore you WOULD BE PERMITTED to park OUTSIDE of the operational hours of the ban
